Why isn't the voucher system completely online?

ALLOCATE is an enormous undertaking and we want to get it right. USG's current voucher process is an important operation and we want to transition it properly. We have designed ALLOCATE from the ground up to integrate into our current voucher process workflow. Once we have gotten feedback from the clubs participating in our beta test and sure that it is ready for full operation, we will then begin our plans to move completely online.
